To identify self-government issues of common interest to self-governing First Nations (SGFN);
To apply a regime of collective problem solving to the issues and challenges identified;
To share the available financial and human resources needed to address the identified issues of common interest, and thus to avoid the inefficiencies of repetition and duplications, and;
To facilitate the sharing of information among SGFN, and others (including other governments) on self-government issues.
